Leiden
Leiden is compact enough for a day trip and rich enough for a night. The difference is the second part: several museums, courtyards, a quiet evening or landscape beyond the ring canals.
The Hague earns a night when the government quarter and Scheveningen or Kijkduin belong in one stay. Your area decides whether the coast is an anchor or a detour.

The Hague wins when
Scheveningen or Kijkduin is an evening, not a detour.
Centrum, Zeeheldenkwartier or Statenkwartier each deserve time.
Rotterdam and Delft are separate days inside a city base.

Leiden wins when
Two museum blocks or an early walk along the canals fill the day.
The old centre east of Leiden Centraal is where the evening happens: Visit Leiden puts the Beestenmarkt five minutes and the Breestraat ten minutes on foot from the station.
The bulb region or the coast is one targeted route, not the reason for the base.

Do not commute for its own sake
Each city is a day trip from the other. A base pays off only when the evening and first morning stay local; otherwise choose the city whose districts you will actually use. For a late return, NS's every-night night train stops at Leiden and at The Hague HS, not Den Haag Centraal, so check which station is nearer your room.
