Haarlem
Haarlem combines a compact historic centre with Amsterdam, dunes and coast in reach. Its night is strongest when you want to preserve the slower pace of a smaller city.
Amsterdam earns a local night when you want more than the canal belt in daylight: an early museum slot, a second district or a slower evening after the daytime rush.

The canal belt, De Pijp or Oost each get their own block.
Early or late museum time matters more than a quiet street at night.
Most evenings end in Amsterdam: NS's every-night night train does not serve Haarlem, which gets extra late trains (around 1 am) only on Friday and Saturday nights.

Haarlem wins when
A walkable historic centre and a quieter evening are the point; Haarlem station is within walking distance of the main sights.
Zandvoort, the dunes or the bulb region form their own morning block.
Amsterdam is one full day that ends with a train back, not the whole trip.

Do not commute for its own sake
Haarlem as a dormitory for Amsterdam does not work if every evening ends in Amsterdam anyway. On most nights the last train sets the evening: NS's every-night night train links Rotterdam, The Hague HS, Leiden, Schiphol, Amsterdam and Utrecht, not Haarlem. Connexxion's Niteliner N80 also runs from Amsterdam Elandsgracht via Haarlem; check its nights and your last connection for your date. Sleep where the evening is.
